Criteria of the regional budget stability estimation
In the paper the regional budget has been considered from the view point of its stability and the factors influencing directly or indirectly on it have been analyzed. This analysis allows to find out the reasons of the negative phenomena in the budgetary sphere and to take measures on their canceling more effectively.

Prognosis of social and economic development of the Murmansk region and forming of the regional budget
The paper considers the problems of prediction of the Murmansk region social and economic development and the regional budget forming as an instrument of the prognosis realization. The author has paid attention to gross regional product and its influence on the incoming budget part, has analysed planning costs of the gross regional product and has found out the reasons of negative phenomena in the regional budget planning.

The role of inter-budgetary relations in social and economic development of the region
The paper considers the dependence of the fullness of the Murmansk region consolidated budget on the accuracy of inter-budgetary relations, on validity of calculations made by the Federation subject in order to get deficient amount which depends on tax legislation. The author has shown how the region-donor can become the region-recipient. The perspective financial plan and its influence on the region development have been considered.

Regional target programmes as constituents of social and economic development of a territory (on the example of the Murmansk region)
In the paper the questions of planning of social and economic development of territories have been considered on the example of the Murmansk region. The necessity of formation of regional target programmes as components of social and economic development of the territory has been proved. The order of drawing up, approval and realization of the regional target programmes has been described, their interrelation with the regional budget has been shown. The paper contains the statistics of the regional programmes financed in 2003.
